Uh...sounds a bit like
emerge sync && emerge -u world.
(Gentoo GNU/Linux)
Or like
apt-get update && apt-get upgrade
(Debian GNU/Linux)
I was almost forgetting: there's also something
that sounds like
make update && make buildworld && ...
(FreeBSD)
And so on.

And that you've to reboot the system. <g>
