This looks a lot like The Freenet Project (http://freenetproject.org/). 
Freenet also allows total free speech, but of course the downside of this is 
the availability of illegal stuff (think childporn, etc.) on the network. But 
this is the only way to ensure a network which is totally free of censorship.
