Why don't you try http://www.teleauth.com?

It's a two-factor authentication service that can be easily plugged
into your applications. It authenticates users by calling them on
their phone and requesting a PIN code. It's easy to use and free.

There's also PAM modules for UNIX and UNIX-like systems, a Ruby
module, a Drupal module, and some others that I can't think of at the
moment.
