Google.com has always been blocked in the chinese address range. There is however a special website of Google China, but it deliveres "country specific" results, that is, filtered in some way. This is however nothing unusual, just the filters applied are different for different countries. Google does that due to a special contract, and they do it out of their free will. There is however a number of hacks around this, such as the elgooG mirror...
