That's a bs phrase anyway.

Terrorists are very easy to define.  They target and kill civilians 
deliberately.  That is a completely unambiguous definition.  Notice I said 
"deliberately".  Civilians always die in armed conflicts.  Terrorists kill them 
on purpose.
