LoongArch: Disable IRQ before init_fn() for nonboot CPUs

Disable IRQ before init_fn() for nonboot CPUs when hotplug, in order to
silence such warnings (and also avoid potential errors due to unexpected
interrupts):

The Linux kernel CVE team recommends that you update to the latest
