Subject: [PATCH 1/3] percpu: fix percpu accessors to potentially !cpu_possible() cpus: m32r

Impact: CPU iterator bugfixes

Percpu areas are only allocated for possible cpus.  In general, you
shouldn't access random cpu's percpu areas.
