Subject: [PATCH for -tip 1/4] hrtimer: remove #include <linux/irq.h>

<linux/irq.h> can be removed and shoud be. because

  - hrtimer doesn't use any irq feature.
  - <linux/irq.h> shouldn't be include from generic code.
