Why is ACPI_CFLAGS exported?

A better way:

ccflags-$(CONFIG_ACPI_DEBUG) := -DACPI_DEBUG_OUTPUT

Note: EXTRA_CFLAGS is deprecated in favour of ccflags-y.

Same construct - see above.
