Subject: [PATCH 1/2] Make irq_*_affinity depend on CONFIG_GENERIC_HARDIRQS too.

In interrupt.h these functions are declared only if
CONFIG_GENERIC_HARDIRQS is set.  We should define them under identical
conditions.
