Subject: [PATCH] 3.2: access permission filesystem 0.26

This *untested* patch adds a new permission managing file system.
Furthermore, it adds two modules, which make use of this file system.

One module allows granting capabilities based on user-/groupid. The
second module allows to grant access to lower numbered ports based on
user-/groupid, too.

Changes:
- Update to 3.x
- Fixed help text, suggestion from Randy Dunlap <randy.dunlap@...cle.com>
- Added build fix from Remy Bohmer <linux@...mer.net>
- Added fix for 3.0 from Harro Haan <hrhaan@...il.com>
- Fixed help text and config of usercaps
