Subject: [PATCH] time: Fix CLOCK_MONOTONIC inconsistency during leapsecond

Make sure we update wall_to_monotonic when adding a leapsecond.
This could otherwise cause discontinuities in CLOCK_MONOTONIC.

This fixes a regression caused by
