virtio_mmio selects virtio as well.

drivers/virtio/Kconfig
config VIRTIO_MMIO
       select VIRTIO
config VIRTIO_PCI
       select VIRTIO

How about this:
config VIRTIO_BLK
       depends on EXPERIMENTAL && (VIRTIO_PCI || VIRTIO_MMIO)
