Subject: [PATCH] [TRIVIAL] befs: remove check for CONFIG_BEFS_RW

Befs contains a check for CONFIG_BEFS_RW for over a decade now. The
related Kconfig symbol never existed, so this check always evaluated to
true. Remove it.
