Subject: [PATCH] regmap: remove redundant $(CONFIG_REGMAP) in Makefile

Kbuild descends into drivers/base/regmap/ only when CONFIG_REGMAP
is enabled. (see drivers/base/Makefile)

$(CONFIG_REGMAP) in drivers/base/regmap/Makefile always evaluates
to 'y'.
