Unfortunately, the linux-kernel mailing list is not really where new
network protocols are developed, so I suspect you will not get much
response here.

If you really want to carry this forward (though, honestly, I think it's a
pretty hard sell), you'll probably want to take it to the IETF, preferably
with a working reference implementation.
