I cannot reproduce it on linux-next. I think it was fixed by
4f4bfe6bf116d98e336a08ee19ac5754ba0f9f4a ("power: reset: Fix
dependencies for !HAS_IOMEM archs") or by other patches fixing unmet
HAS_IOMEM dependencies,
