Subject: [RFC 9/9] sched: cpufreq: enable remote sched cpufreq callbacks

From: Steve Muckle <smuckle.linux@...il.com>

cpufreq callbacks, remove the restriction that such callbacks only be
made in CFS on the local CPU.
