Subject: [PATCH RFC tip/core/rcu 07/15] rtnetlink: Update now-misleading smp_read_barrier_depends() comment

Now that READ_ONCE() implies smp_read_barrier_depends(), update the
rtnl_dereference() header comment accordingly.
