Subject: [PATCH] um: Add HAVE_DEBUG_BUGVERBOSE.

This option restores the DEBUG_BUGVERBOSE functionality as it was
previous to commit 9a93848fe787 ("x86/debug: Implement __WARN() using
UD0").
