$(TEST_CUSTOM_PROGS): $(OUTPUT)/%: %.c
        $(CC) -o $(TEST_CUSTOM_PROGS) -static $< -Wl,--build-id

That worked both with:
make -C tools/testing/selftests
and
make -C tools/testing/selftests/bpf

for me.

what do you think?
