netfilter: sanity checks on NFPROTO_NUMPROTO

With the NFPROTO_* constants introduced by commit 7e9c6e ("netfilter: Introduce
NFPROTO_* constants"), it is too easy to confuse PF_* and NFPROTO_* constants
in new protocols.
