Subject: [PATCH] drivers/ptp/Kconfig: add "depends on HAS_IOMEM" for 'PTP_1588_CLOCK_PCH'

The related driver need depend on HAS_IOMEM, or may be built under UML
architecture.

The related error (with allmodconfig, without pcap):
