Implement kernel devlink e-switch interface. Currently we allow

Hi Stephen,

The patch is rebased over the net-next branch of iproute2 which has the 
4.8 UAPI headers devlink update, but is targeted to 4.8 (net) as the 
relevant functionality was merged in 4.8-rc1
