Subject: create drivers/net/mdio and move mdio drivers into it

Hi,

I have an idea to create drivers/net/mdio and move mdio drivers(drivers/net/phy/mdio-* | drivers/net/ethernet/xxx/mdio-yyy | ) into it.

Do you think it is acceptable ?

Thanks
