Subject: [iproute PATCH] ip-route: Fix parse_encap_seg6() srh parsing

In case caller did not specify 'segs' parameter, parse_srh() would read
garbage while iterating over 'segbuf'. Avoid this by initializing
'segbuf' to an empty string.
