I believe this will generate a warning when you try to generate the
documentation with 'make htmldocs'. The length of the '=====' lines
needs to be the same as the length of the text.

Can you try to generate the table of contents automatically by using
built-in Sphinx functionality?  Something along the lines of:

.. toctree::
   :maxdepth: 1

perhaps?
