I don't think it needs to be public, I'm hoping none of it's that
controversial since most of it is fairly straightforward (define an ID for
OpenPGP, and OID for CMS/SMIME, etc), and in any case there's more than enough
panel members to do a design-by-comittee if we need it :-).
