I ben using paypal since it was first released and I have not yet ever
been asked to re auth in this manner. But since you are ahving such issues
here is a number to call them at as taken from the members section of the
paypal website.

PayPal Customer Service Agents are available to help you during the
following times:

4:00 AM PDT to 10:00 PM PDT Monday through Friday
6:00 AM PDT to 8:00 PM PDT on Saturday and Sunday
