Not necessarily. True, it takes a guilty verdict, but it could be that
some older charges have been tacked on non-consecutively to make up 16
years (that's somewhere in the area of Man One or Murder Two with a
sentencing recommendation as part of a plea).
Knowing this is Texas, it might also have been a third strike at
posession of weed, or something equally minuscule....
I don't know how the Fifth Circuit handles its case-files, but if
there's paperwork, one should be able to get it (but why?, I ask).
