They have since published the comments they received, some of which
apply to the impact on information security.

The comments are at:

  http://www.copyright.gov/1201/2003/comments/index.html

The "home page" for DMCA feedback is:

  http://www.copyright.gov/1201

The comments that are related to infosec include:

   3. Owen P. Martin
  12. William Noble
  16. Darrin Cardani, Buena Software, Inc.
  19. Daniel McEnnis
  27. Edward W. Felten
  29. Shawn Hernan, CERT Coordination Center
  30. John T. Mitchell
  31. Seth Finkelstein

      Computing Machinery

The remaining comments regard other issues that are not specifically

The Copyright Office is seeking "reply comments" by February 19, but
it is not immediately clear how those comments should be submitted.
