DARPA's charter is to promote advanced research in the US government's
best DEFENSE interests. It is not unreasonable of them to conclude that
giving money to someone who is opposed to the Defense Department's
current number one project may not be in the best interest of our
defense. Don't forget what the "D" stands for in DARPA. Promoting the
development of secure OSes and tools does not imply that one must fund
one specific OS or project.
