They have exactly a zero percent chance of becoming law unless he
proposes a bill, and he's not even expressed an intent to do so, much
less put pen to paper.  He was blowing off steam.

Besides, a country that doesn't get upset over our previous President
throwing around the n-word has no business getting upset over this.
