Why waste your time recreating the wheel? There are several tools (ie:
jecktor, packit, hping2) out there already can do the same thing, with
hundreds of variations and more effectively?

Random source address, ttl, ID, payload

I took a look at the output of the released Cisco exploit and added 2
lines 
to make it generate random payload.  More could be done.
