Already done.  To name two recent ones, Mimail did this, and Sobig.e had a
ZIP variant (though it was sometimes hobbled with a .zi extension).  They
slipped right through our checks for Microsoft "unsafe extensions".  I'm
sure it's just a matter of time before this is commonplace.
