Carnivore comes to us from the same agency that did illegal wiretaps on Nobel
Peace Prize winners.

How does Carnivore distinguish between a properly authorized wiretap
authorization signed by an impartial judge and an FBI agent *TELLING* it
there's a wiretap authorization?
