I'd agree but I'd need to add something to that...

Its also the responsibility of 
'the person or orginization that connects to a hostile enviroment'
to make some decent effort to reduce the level of hostility
in that environment.

Hostility is neither the enemy of nor an effective counter or deterrent
to
hostility.
