Dcombobulator does tangle with XP pre-fetch and Norton antivirus but other than that we haven't seen any bad side effects from clicking the dcombobulate me button and just shutting dcom down.  Both the XP and antivirus update interference issues are described on the dcombobulator home page.

"DCOMbobulator" tool for turning off DCOM on their Windows computers:

For most Windows users, I bet that the only time DCOM ever gets used, if
at all, is to run worms like MSBlaster and Welchia.
