Hi,

First of all even Microsoft might have some Server- oder Networkproblems
(load-balancer or else).
And I do not think that MS restrict IPs (except maybe some active
firewalling to prevent DOS) 
because with NAT widely used blocking IPs (mostly firewalls) would render
windowsupdate unuseable.
