Ah yes, the C2 configuration assistant from NT4 Resource Kit, wherein
you learn that C2 is only satisfied if

* NT is the only OS installed on the box
* The [VGA Mode] option is disabled
* There is no floppy drive installed
* There is no network connection

Might have required NTFS, but it didn't address bootable CD-ROM drives
for some reason.
