I think his point was that the *majority* of *users* will confuse the
two as well, and end up making poor decisions based on that.

Yes, it's pretty easy to Do The Right Thing (for whatever value of
Right suits you) once you understand what's really going on.  Most
users don't understand, and most security screwups by users are caused
by said misunderstanding.
