You might try to the form at this url to at least reach Google Support 
https://www.google.com/adsense/contact

It is the support contact for Ad Sense but they should be able to route it 
to the right people I would think.  Support for Ad Sense usually gets back 
to people very promptly so I know they read this their mail.
