That's a gr8 response indeed !!! :)

I am aware of many such craps who have already copyied & reproduced my
articles without my knowledge and I was least bothered about it but this
time I have taken it seriously, since someone has tried to reproduce and
sell my article without my knowledge. 

I have already intimated eBay and a complaint has been lodged @ IFCC
http://www1.ifccfbi.gov/index.asp as well. Soon I shall lodge a complaint at
the Canada's local Law enforcement body once I get the contact details of
the culprit.

No, the author is listed and named. As he did not explicitly put it under a
free license even downloading the text from the website is technically in a
juristic gray area - best case. Reselling without a proper contract (e.g.
commercial or free license) simply is illegal. 

Short: No (free) license = no download, no publishing, no reselling.
At least not until the author is dead for more than 75 years...
