One of the provisors of communications is a language set, if it is not
possible to form a common language set then the best that can be
communicated is a partial translation plus inference, which in human
terms is highly unreliable. Without proper communications a
mailinglist is totally useless, so where does the line lie?

How about just creating a filter every time a thread starts that
you're not interested in, it's not that hard, given you claim you read
them all and it's wasting so much time.
