IANAL.. but from what I know:

None, perfectly legal in most cases

Not illegal to write or own exploit code.....

Not illegal to write or own worm/virus code

NONE, unless it requires reverse engineering, even then it's tricky
In the US, it is not illegal to posses or even to write
exploit/virus/worm/trojan code. It is illegal to willingly release that
code. It might even be further said that the code must be willingly
released with the intent to cause harm.
It would be interesting for an actual Lawyer that has tried this type of
case to give some input though....
