I know the owner. And it's definetly not an open proxy.
If you have read http://unixgu.ru/?go=tor you would have known, that
he's running a Tor Node on this machine.
I'd contacted him about this stuff. (He's even likely to be on this
list. - ssc you read me? *g*) But I think because it's tor, he can't do
much against it.
