For a paper tiger, the California breach act has caused a *lot* of places
to announce breaches - often not even in California.  The biggest effect
of SOX so far has been to make C-level execs think twice about signing off
on cooked books.  And HIPPA and and GLBA will land their share of people
in jail eventually too....
