The folks at Information Unlimited (the ones that advertise in the back
of all the Popular Electronics, etc magazines) have been selling a kit
to do this for years. They call it a "laser listener".
Simple diode laser + optics + receive amplifier. Catches the vibrations
of the window due to speech inside the office (and it *does* work).
