Correction: it should be 
$pathto*psycho*stats/server.php?newcss=styles.css&newtheme=%00

and $pathto*psycho*stats/includes/smarty/Smarty.class.php

Took a passing glance at hlstats a few night prior.
I can provide more excuses upon request.
