You've obviously not been paying attention - a large fraction of the time,
when I report the bug, I also have tracked down the exact code change that
caused the failure.  And at that point, you really *do* have to go back to
the person who wrote the code change and ask "What did you *expect* this code
to do?".

Also, if you paid attention, you'd realize that another large fraction
of the time, it's *not* worth the effort of tracking down the actual code
change, because simply posting the traceback allows somebody to look at it
and realize it's a brown-bag bug and create a patch faster than I can
track down the commit.
